I feel as if people have the misconception of what the question is asking. By definition a "person" has HUMAN inside. A robot no matter the development can be a person. It may have the knowledge of one, but not the active feel of life, and being a person.
Taking into regard the concept of personhood, if future technologies enable robots to retain feelings, it can be classified as human. Whether a 100% or more towards the gradient theory - depends upon other factors. If it is a good idea or not - that's a different story.
